I was try to connect sys to dba. It gives an error

set your profile.
 update your initSID.ora file 
as O7_DICTIONARY_ACCESSIBILITY=TRUE 

shutdown db
startup pfile= 'pfile location'

sqlplus sys/xxxx
connected.
